Our governance
EECA is a Crown Entity established under The Energy Efficiency and Conservation Act 2000.
The Act meant that for the first time, New Zealand had a legal basis for promoting energy efficiency, energy conservation, and renewable energy.
Our goals and progress
We publish our goals for the medium term in a Statement of Intent and report on our progress through the Annual Report. We also publish a report each year on the funds used for EECA’s work on energy efficiency and use of renewable energy from levies collected in the electricity, gas, petrol and engine fuel sectors.
The Government sets our longer-term goals in the New Zealand Energy Efficiency and Conservation Strategy (NZEECS).

Our programmes
We run programmes in the residential, business and transport sectors that support energy efficiency, carbon emissions reduction and the use of renewable energy sources.
We actively look to other jurisdictions for effective ideas and conduct research to predict their success in a New Zealand context. We trial programmes, measure results and review our approach to ensure we are using our resources effectively.
Our levy funding
The Crown recovers some of EECA’s funding through a levy on electricity industry participants (generators, wholesalers, distributors and retailers) to fund electricity efficiency improvements. In 2017/18, the Crown also intends to recover funding through the Petroleum or Engine Fuels Monitoring Levy (PEFML) and the gas levy.
EECA uses levy funding to run programmes directly linked to the source of funding. For example, in 2015/16, electricity efficiency levy funds were used for our efficient products programme and business programmes targeting electricity efficiency.
EECA carries out an annual consultation process to ask stakeholders and the public for their views about the levy.
New Zealand Electric Energy Efficiency Potential Study
Opportunities for electricity savings in New Zealand are identified through a number of means. This study by KEMA in 2007 looked at the electric energy efficiency potential in New Zealand's residential, commercial and industrial sectors.
Our research
We conduct and collate research to build a sound analytical basis for our work. We set standards for products and monitor their performance to help conserve New Zealand’s energy and save you money. We look for new ways to use less energy and benefit the environment.
